Removes the requirement that the Department of Transportation prioritize preservation of existing state highway system assets as its primary priority

Eliminates the requirement for the department to consider factors such as traffic volume, safety requirements, economic development needs, demographic trends, and quality of life when establishing secondary priorities

Adds a new requirement that the state highway system plan must account for highway revenue raised by each district specified in section 39-1102

Mandates that not less than 70% of highway revenue raised in each district must be allocated to projects within that same district

Amends section 39-1365.01 of the Revised Statutes Cumulative Supplement, 2024
