Adds "grid resiliency" as a new category alongside energy efficiency and renewable energy throughout Nebraska's Property Assessed Clean Energy (PACE) Act

Defines grid resiliency improvements as installations designed to withstand and recover from major power disruptions, including backup generators, renewable-powered backup generators, solar panels with battery storage, and smart grid technology

Expands the scope of energy projects that municipalities can finance through clean energy assessment districts to include grid resiliency improvements

Requires municipalities to verify that grid resiliency improvements (in addition to existing renewable energy and efficiency improvements) are properly installed and operating as intended

Amends sections 13-3202, 13-3203, and 13-3204 of the Reissue Revised Statutes of Nebraska to incorporate grid resiliency language into legislative findings, definitions, and ordinance/resolution requirements
