Establishes the Home Weatherization Clearinghouse within the Department of Environment and Energy to serve as a centralized contact point for individuals applying for grants, loans, and programs funding home weatherization projects

Clearinghouse will coordinate efforts among state and local agencies to maximize federal funding for home weatherization projects

Whole-home rehabilitation projects receive priority for grant funding to the maximum extent allowed under federal, state, or local programs

Administrative costs for public or nonprofit entities administering these grant programs are capped at 10% of program costs unless expressly required otherwise by the funding source
