Requires the Nebraska Department of Health and Human Services to establish a Restaurant Meals Program as part of the federal Supplemental Nutrition Assistance Program (SNAP), subject to federal approval of any required state plan amendment

Allows households with elderly or disabled members and their spouses, or homeless individuals, to redeem SNAP benefits at private restaurants that contract with the department to offer meals at concessional prices

Mandates the Restaurant Meals Program be operational no later than July 1, 2026

Authorizes the department to adopt and promulgate rules and regulations to implement the program
