Establishes the Office of Regulatory Management under a Director appointed by the Governor to oversee and evaluate state agency rulemaking practices.

Requires all state agencies to conduct internal reviews of existing regulatory requirements within 6 months of the act's effective date and update reviews every 2 years or upon request.

Mandates creation and maintenance of a publicly accessible baseline catalog of all regulatory requirements, including their statutory authority and estimated compliance costs.

Requires agencies proposing new regulations to identify systemic failures or problems (not merely anecdotal issues), provide empirical evidence, and conduct cost-benefit analyses including monetized and nonmonetized impacts.

Authorizes the Office to request agencies reevaluate regulatory actions that fail to follow best practices, but does not grant authority to approve or reject agency regulations.
