Amends sections 37-1802 and 37-1803 of the Water Recreation Enhancement Act to expand the scope of authorized projects beyond marina construction and a single event center/lodge project at Niobrara State Park

Authorizes "other projects identified to improve water access or recreational opportunities" at Lake McConaughy and Lewis and Clark State Recreation Area, broadening flexibility beyond marina-only construction

Expands Niobrara State Park provisions to allow multiple projects ("projects" instead of "a project") that increase recreational opportunity and enjoyment, not limited to the originally specified event center and lodge

Changes terminology from "expand" to "improve" water access, allowing for enhancement of existing facilities in addition to expansion efforts
