Removes vaporizing and inhaling from the definition of cannabis accessories, limiting them to equipment for storing, containing, or ingesting permissible products

Exempts medical cannabis lawfully possessed under the Nebraska Medical Cannabis Patient Protection Act and Nebraska Medical Cannabis Regulation Act from the marijuana and controlled substances tax

Declares an emergency, making the act effective immediately upon passage and approval
