Establishes a 7-member Restitution and Redress for Redlining Task Force to study historical redlining practices in Nebraska, particularly the 1935 Omaha Home Owner Loan Corporation maps that designated predominantly African-American and immigrant neighborhoods as "hazardous" for mortgage lending

Task force members appointed by the Governor from diverse backgrounds: 2 from the Commission on African American Affairs, 3 from the second congressional district, and 1 each from the first and third congressional districts, with no political party affiliation allowed

Requires the task force to develop reparation proposals, recommend compensation methods for redlining victims and their descendants, and submit annual reports to the Legislature by November 1 each year until termination on November 1, 2028

Creates the Restoration Study Fund, funded by redirecting all proceeds from the Marijuana and Controlled Substances Tax (section 77-4303) from the bill's effective date until November 1, 2028

Grants the task force authority to hold hearings, request witness testimony, compel document production through district court orders, and access information from state agencies including confidential records
