Amends Nebraska statute 79-405 to limit school districts' authority to issue "ban and bar actions" that prohibit students, family members, or other individuals from school property, activities, or communication with officials

Requires the State Board of Education to develop and distribute a model ban and bar policy by January 1, 2026, with all public school districts required to adopt the model or a consistent policy by July 1, 2026

Restricts ban and bar actions to situations involving immediate and significant threats of harm or enforcement of court orders, with a maximum duration of one calendar year unless required by court order

Mandates written notice to individuals subject to ban and bar actions, including the term, description of conduct, supporting evidence, and appeal instructions

Establishes an appeal process allowing individuals to request a hearing before the school board within 10 days of receiving notice, with the board required to hear appeals within 30 days of the request
