Adopts the Uniform Public Expression Protection Act (anti-SLAPP law) to protect individuals from lawsuits targeting their exercise of free speech, press, assembly, petition, or association rights on matters of public concern

Allows defendants to file a special motion to dismiss within 60 days of being served, automatically staying all discovery and proceedings until the motion is resolved

Requires courts to dismiss claims with prejudice if the defendant shows the Act applies and the plaintiff fails to establish a prima facie case or that an exception applies

Mandates courts award attorney's fees, costs, and litigation expenses to the prevailing moving party; losing plaintiffs only pay if the motion was frivolous or filed to delay

Repeals Nebraska's existing public petition and participation statutes (sections 25-21,241 through 25-21,246) and takes effect immediately upon passage as emergency legislation
