Requires drivers to use caution when approaching or passing any person leading or herding livestock on a highway

Mandates drivers to promptly stop their vehicle if a person leading or driving livestock raises a hand as a distress signal, unless moving is necessary to avoid an accident

Requires drivers to turn off their engine if requested by a person leading or driving livestock on a highway

Grants livestock being led or driven on highways the right of way, requiring motor vehicles to yield
