Prohibits targeted advertising to minors, bans ads for drugs, tobacco, gambling, and alcohol to minors, and restricts notifications/push alerts between 10 p.m.-6 a.m. and 8 a.m.-4 p.m. on school days

Limits personal data collection from minors to the minimum necessary, prohibits profiling except when necessary for requested services, and requires deletion of age verification data after use

Mandates parental control tools enabled by default for children under 13, including ability to view/change privacy settings, restrict purchases, and limit screen time during specified hours

Applies to businesses with over $25 million annual revenue that derive at least 50% of revenue from selling personal data; violations carry civil penalties up to $50,000 per violation beginning July 1, 2026
