Allows first-time offenders (adult victims) to petition the court to set aside their conviction after completing their sentence, paying fines, and finishing a mandatory mental health assessment and educational program on prostitution's negative effects

Separates human trafficking statutes into distinct sex trafficking and labor trafficking offenses, with sex trafficking of a minor or adult requiring sex offender registration for convictions on or after January 1, 2026

Creates a grant program through the Nebraska Commission on Law Enforcement and Criminal Justice to fund law enforcement agencies for enforcement of prostitution and sex trafficking laws, with $100,000 intended appropriation for fiscal year 2025-26

Requires the Department of Health and Human Services to conduct education campaigns promoting healthy families, marital fidelity, and financial literacy, as well as campaigns highlighting harms of pornography and prostitution, with $25,000 annual appropriation intended for each program
