Expands the Nebraska Teacher Recruitment and Retention Act to include paraeducators (school employees who provide instructional support but don't hold teaching certificates) as eligible grant recipients alongside teachers

Paraeducators working 28+ hours per week in school year 2025-26 or 2026-27 qualify for a $1,000 retention grant; those working fewer hours receive a proportionally reduced amount

Teachers remain eligible for existing retention grants of $2,500 at their 2nd, 4th, and 6th year of employment, plus a $5,000 high-need retention grant for obtaining endorsements in special education, mathematics, science, technology, or dual credit

Amends the Education Future Fund's eligible uses to explicitly include addressing paraeducator turnover rates alongside teacher turnover

Declares an emergency, making the act effective immediately upon passage and approval
