Adds the Nebraska Investment Council to the list of entities excluded from the definition of "state agency" for purposes of service procurement under the State Procurement Act

Excluded entities for service procurement now include: University of Nebraska, Nebraska state colleges, Nebraska Investment Council, courts, Legislature, and constitutionally established officers or agencies

Changes apply retroactively to any action taken on or after July 19, 2024

Declared an emergency measure, taking effect immediately upon passage and approval (approved April 7, 2025)
