Requires employers with 25 or more employees to verify employment authorization of new hires using E-Verify within the federally stipulated timeframe after hiring

Prohibits employers from knowingly hiring unauthorized aliens, including through contracts or subcontracts; violations result in license suspension within 72 hours until the unauthorized worker is terminated and a reinstatement fee of at least $1,000 is paid

Establishes escalating penalties: first E-Verify violation results in one-year license probation; repeat violations within three years result in 10-30 day suspensions; knowingly hiring violations escalate from 7-30 days (5+ workers) to 30-60 days (second offense) to 180 days (third offense within six years)

Directs the Department of Labor to develop a statewide random auditing program, maintain a public database of violations, and establish a website to assist employer compliance

Becomes operative January 1, 2026, and repeals the existing requirement that only public employers and public contractors use E-Verify (section 4-114)
