Eligible manufacturers must have NAICS codes 31-33, be established for at least 3 years, derive 51%+ of revenue from manufactured goods, employ at least 3 full-time workers, and provide 1:1 private matching funds

Application window runs October 1-November 1, 2025, with applications processed in the order received until funding is exhausted

Establishes the Manufacturing Modernization Pilot Investment Fund administered by the Department of Economic Development, funded through legislative appropriations and other sources

Declared an emergency measure taking effect immediately upon passage; manufacturers who no longer meet eligibility requirements must repay grant funds
