Amends section 81-407 to require the Department of Labor to award workforce development grants evenly between Nebraska's three congressional districts

Grants must be used for developing job skills, money management, communication skills, job preparation, and job placement

Applicants must demonstrate one-to-one matching from private funds to be eligible for a grant

Grant recipients must report to the department on job placement and self-sufficiency development of individuals receiving services

Expresses legislative intent to transfer $1.5 million from the General Fund to the Workforce Development Program Cash Fund for fiscal year 2025-26
