Requires all Nebraska school boards and postsecondary institution governing boards (University of Nebraska, state colleges, community colleges) to adopt policies prohibiting discrimination and harassment based on race, ethnicity, national origin, sex, disability, religion, or marital status

Mandates that antisemitism be treated identically to race-based discrimination, using the International Holocaust Remembrance Alliance's May 26, 2016 definition of antisemitism

Creates Title VI coordinator positions within both the State Department of Education (for K-12) and the Coordinating Commission for Postsecondary Education (for higher education) to investigate discrimination complaints

Schools and institutions must include the antisemitism definition in student/employee codes of conduct and provide antisemitism awareness training as part of harassment training programs

Non-compliant institutions have 30 days after written notice to address violations; failure to comply results in the coordinator filing a Title VI complaint with the U.S. Department of Education and Department of Justice
