Authorizes the Department of Motor Vehicles to mail license plates and registration certificates directly to applicants via USPS or alternative shipping services beginning on an implementation date designated by the director on or before January 1, 2029

Allows the department to charge a postage and handling fee to recover mailing costs, with fees credited to the Department of Motor Vehicles Cash Fund

Creates a multiyear vehicle registration option allowing owners to register for 2 or 3 years at a time, with all applicable fees and taxes paid for each year of the registration period

Permits vehicle owners to operate their vehicle for 30 days with proof of registration while awaiting mailed license plates

Redirects license plate fees to the License Plate Cash Fund (instead of Highway Trust Fund) beginning with the 2029 license plate issuance cycle, with the maximum fee set at $4.25 per plate
