Prohibits Nebraska public postsecondary institutions (University of Nebraska, state colleges, and community colleges) from establishing or maintaining diversity, equity, and inclusion (DEI) offices or spending public money on DEI programs

Bans institutions from requiring DEI statements from applicants or employees, giving preferential consideration based on such statements, or mandating participation in DEI programs as a condition of enrollment or employment

Defines prohibited DEI programs as trainings addressing topics including unconscious bias, microaggressions, systemic racism, intersectionality, gender identity theory, anti-racism, and related concepts

Exempts sexual harassment training, compliance with court orders or federal law, scholarly research, student organization activities, guest speakers, and statements supporting first-generation, low-income, or underserved students for grants or accreditation purposes

Grants employees a private right of action to seek injunctive relief against institutions that require participation in prohibited DEI programs
