Creates the Nebraska Health Professions Commission to replace the existing technical committee system for reviewing health profession credentialing applications and scope of practice changes

Commission will be co-chaired by representatives from two Nebraska postsecondary institutions with colleges of medicine, with additional members including the DHHS chief medical officer, State Board of Health chairperson, and up to seven members designated by co-chairs (subject to legislative approval)

Allocates $300,000 annually to support commission activities, with $100,000 designated for the University of Nebraska Medical Center's Health Professions Tracking Service to collect data on practice locations and scope of practice

Requires the commission to evaluate proposals based on public health impact, workforce shortages, health care quality, access, and patient affordability, and submit annual reports to the Legislature by October 1

Prohibits commission members from voting on matters affecting their own regulated health profession or applicant group, and bars the commission from implementing scope-of-practice changes (implementation remains with state licensing authorities)
