Creates a new "commercial fertilizer trailer" classification defined as fertilizer trailers owned by individuals or businesses that sell agricultural fertilizer or chemicals as a going concern

Establishes permanent trailer license plates for commercial fertilizer trailers beginning January 1, 2026, with an initial registration fee of $1 and annual renewal fee of $1

Permanent plates remain with the trailer as long as the original owner maintains registration; plates must be returned to the department upon sale or when registration lapses

Replacement plates or registration certificates may be obtained for $1 each upon submission of an affidavit if lost or destroyed

Amends sections 60-301, 60-302, 60-3,101, and 60-3,104 of the Motor Vehicle Registration Act to incorporate the new plate type into existing law
