Requires slaughterhouses, meatpacking plants with over 250 employees, and large concentrated animal feeding operations (CAFOs) to submit disaster mitigation plans to the Commissioner of Labor covering disease outbreaks, extreme weather events, and animal depopulation procedures

Mandates covered industrial operators provide workers' compensation coverage for injuries/illnesses during disaster events for at least two years, plus 12 weeks severance pay for workers terminated within 60 days of a disaster mitigation event

Requires employers with 25+ employees to inform workers of their collective bargaining rights and prohibits retaliation against workers who attempt to unionize, with civil penalties up to $15,000 for violations

Creates a Workers and Contractors Task Force including labor representatives, agricultural industry members, and legislators to meet at least four times annually and hold three regional stakeholder meetings per year

Allows the Commissioner of Labor to assess civil penalties up to $15,000 for violations and permits workers to bring class action lawsuits to recover unpaid wages plus liquidated damages and attorney's fees
