Moves the deadline for joint public hearings on property tax increases from September 14-24 to July 14-24, and requires political subdivisions to submit hearing information to county assessors by July 4 instead of September 4

Adds a new levy limit requiring political subdivisions to cap their levy at the rate needed to collect the same dollar amount of property taxes as the prior year when total taxable valuation increases

Allows political subdivisions to exceed the new levy limit only with an affirmative vote of at least two-thirds of the governing body members

Applies to counties, cities, school districts, and community colleges seeking property tax request increases above the allowable growth percentage

Declares an emergency, making the act effective immediately upon passage and approval
