Increases the maximum Enhanced Wireless 911 surcharge from $0.70 to $1.00 per month on active wireless telephone numbers statewide

Eliminates the separate lower surcharge rate of $0.50 per month that previously applied only to wireless users in counties containing a city of the metropolitan class (Omaha)

Requires the Public Service Commission to set surcharge amounts to maximize operational support for all public safety answering points in the state

Amends sections 86-457, 86-458, and 86-903 of the Reissue Revised Statutes of Nebraska to harmonize provisions across the Enhanced Wireless 911 Services Act and 911 Service System Act
