Requires ballot collection at county jails and detention centers by two registered voters from different political parties, with information provided to inmates about return methods, locations, and deadlines

Establishes a process for eligible voters in covered facilities to cure ballot deficiencies

Imposes civil penalties determined by district court on county sheriffs or jail/detention center staff who fail to comply with requirements, with penalties payable by the county
