Expands Nebraska's distracted driving law from prohibiting only reading, typing, or sending written communications to prohibiting physically holding, supporting, or otherwise using any handheld wireless communication device while operating a moving vehicle

Removes the "secondary action" enforcement restriction, allowing law enforcement to cite drivers directly for handheld device violations rather than only when stopped for another offense

Adds utility service provider employees and contractors responding to utility emergencies to the list of exempt persons, alongside law enforcement, firefighters, ambulance drivers, and emergency medical technicians

Permits hands-free use of devices and single-touch activation of device functions while driving

Maintains existing penalty structure: $200 for first offense, $300 for second offense, $500 for third and subsequent offenses, plus points assessed on driver's license
