Authorizes the Department of Transportation and local authorities to enforce speed limits in school crossing zones and highway work zones using automated speed control enforcement systems (photo radar/laser devices that capture license plates of speeding vehicles)

Establishes a tiered penalty system for automated speed enforcement: first violation receives a warning; second violation within three years incurs a $75 civil penalty; third or subsequent violation within five years incurs a $150 civil penalty

Permits the Department of Transportation to temporarily reduce speed limits on highways due to weather conditions, reduced visibility, hazardous road conditions, emergencies, or traffic congestion, with notification via electronic/digital signs

Grants immunity from liability to peace officers, the Department of Transportation, and their agents when removing vehicles, cargo, or other obstructions from highways without owner consent

Expands "move over" law requirements to apply to any stopped motor vehicle with hazard lights flashing (previously limited to authorized emergency vehicles and road assistance vehicles)
