Mandates that if the Secretary of State refuses to place a measure on the ballot for legal reasons other than insufficient signatures, the refusal and reasons must be announced on the same date as posting the circulation notice; failure to state reasons constitutes waiver of those defenses

Establishes a 60-day deadline from the circulation notice posting for filing lawsuits challenging petition sufficiency on grounds other than signature count, with the deadline shortened to the last day for filing petitions if the 60th day falls after that date

Allows the Supreme Court to hear cases under its original jurisdiction (rather than district court) when the challenge does not involve signature insufficiency, upon petition of any party

Permits officials and residents to raise substantive facial insufficiency of a measure as a claim or defense without dismissal for lack of ripeness
