Eliminates the Division of Parole Supervision as a separate entity and abolishes the position of Director of Supervision and Services, transferring all parole supervision responsibilities, staff, records, and duties to the Department of Correctional Services and its Director

Consolidates parole administration under the Department of Correctional Services, including field parole service operations, community supervision of sex offenders, community work release and reentry centers, and maintenance of Board of Parole records

Revises correctional system overcrowding emergency provisions by changing the standard for deferring parole release, removing language about "very substantial risk of violent acts" and "effect on institutional discipline" and instead allowing deferral when continued treatment or training would substantially enhance an offender's capacity to lead a law-abiding life

Amends over 50 statutory sections across multiple chapters to replace references to the "Division of Parole Supervision" and "Director of Supervision and Services" with "Department of Correctional Services" and "Director of Correctional Services"

Repeals sections 83-1,101 and 83-1,102 of the Reissue Revised Statutes of Nebraska, which established the Division of Parole Supervision and defined the duties of the Director of Supervision and Services
