Creates the Extended Producer Responsibility Data Collection Act requiring producers of packaging and paper products to register with the Department of Environment and Energy by January 1, 2026, and submit annual reports on covered product volumes starting April 1, 2027, with a $1,000 annual fee

Adopts the Minimum Recycled Content Act mandating that covered plastic products (rigid containers, trash bags, film plastic) contain at least 30% postconsumer recycled content by January 1, 2028, with penalties of $0.20 per pound for non-compliant virgin material

Increases solid waste disposal fees from $1.25 to $2.25 per ton beginning January 1, 2026, rising to $4.25 per ton by January 1, 2028, with proceeds split between the Integrated Solid Waste Management Cash Fund and the Waste Reduction and Recycling Incentive Fund

Exempts manufacturing facilities that convert post-use polymers into raw materials through pyrolysis, gasification, or similar processes from solid waste management regulations, classifying these processes as recycling rather than waste disposal
