Updates Nebraska's state building code to adopt Chapter 13 of the 2021 International Building Code (IBC) and Chapter 11 of the 2021 International Residential Code (IRC), while maintaining the 2018 edition for other chapters

Adopts the 2021 International Energy Conservation Code as the new Nebraska Energy Code, replacing the 2018 edition for all new construction and renovations

Requires state buildings and buildings constructed with state funds to meet or exceed the 2021 International Energy Conservation Code standards

Counties, cities, and villages have two years after state building code updates to adopt the state code or a conforming local code; failure to do so makes the state building code automatically applicable (except for farm construction)

Local jurisdictions must notify the Department of Environment and Energy within 30 days if they delete energy-related provisions from Chapter 13 (IBC) or Chapter 11 (IRC) in their local codes
