Requires unpaid fees to be collected by the county treasurer as a precondition for vehicle registration renewal, with proceeds distributed to counties, school systems, school districts, cities, and villages in the tax district where the vehicle is located

Restricts evidence obtained from automatic license plate readers under this program to enforcement of this section only, preventing use in other legal proceedings
