Appropriates $19,000,000 from the General Fund for FY2025-26 to the Department of Administrative Services for the Office of the Chief Information Officer

Establishes interoperable communications between state agencies and volunteer fire/rescue departments by providing portable and mobile radios, programming, and installation

Creates a grant program for training and connecting volunteer departments to the Statewide Radio System, with eligibility based on each department's needs and size

Prohibits the Office of the Chief Information Officer from charging subscription, programming, or training fees to volunteer departments receiving grants

Declares an emergency, taking effect immediately upon passage; all grant funds must be distributed by June 30, 2028
