Creates the Neighborhood Revitalization Act requiring owners of residential and rental properties to maintain exteriors and lots to community standards, with three or more building code violations within one year serving as prima facie evidence of noncompliance

Allows neighboring property owners to sue for damages measured by the difference in their property value caused by poorly maintained nearby properties, with reasonable attorney's fees awarded to successful plaintiffs

Establishes an in rem court process where nonprofit corporations, municipalities, affected property owners, or interested persons can petition to declare a property a public nuisance and require abatement

Authorizes courts to appoint receivers to take possession of nuisance properties, execute rehabilitation or demolition plans, and sell properties at auction if owners fail to comply with court orders or pay receiver's liens (minimum $2,500 fee plus 10% of costs)

Becomes operative January 1, 2026, and applies to all counties, townships, cities, and villages in Nebraska
