Applies to ordinances, charter provisions, and resolutions within the legislative authority of county boards

Defines "circulator" as any person who solicits signatures for initiative or referendum petitions

Excludes actions permitted under the Nebraska Advantage Transformational Tourism and Redevelopment Act from the referendum process
