Creates the Legislative Sunset Review Committee, a 7-member body including the Executive Board chair, Appropriations Committee chair, and 5 other legislators chosen for geographic representation, to review state entities created by the Legislature every 5 years starting in 2027

Requires reviewable entities (boards, councils, commissions, task forces, funds, programs) to submit detailed reports including performance measures, complaint handling effectiveness, compliance with open meetings and public records laws, and recommendations for improving efficiency

Empowers the committee to recommend termination, continuation, or reorganization of entities and propose legislation by December 15 of each review year, with reports sent to the Appropriations Committee and State Auditor

Transfers unexpended appropriations of terminated entities to the General Fund, and transfers property and records to the Department of Administrative Services, while preserving the state's obligation to honor outstanding bonds and financial commitments

Eliminates the Legislature's Planning Committee by repealing sections 50-1401 through 50-1404 and other obsolete provisions, with an operative date of January 1, 2026
