Requires insurers offering Medicare supplement policies to those 65+ to also offer at least one policy to individuals under 65 who qualify for Medicare due to disability

Creates an annual 30-day open enrollment period beginning on the applicant's birthday, starting January 1, 2026, during which insurers cannot deny coverage, use medical underwriting, discriminate on pricing based on health status, or exclude preexisting conditions

Caps premiums for disabled individuals under 65 at no more than 150% of the premium charged to a similarly situated individual who is 65 or older

Requires insurers to provide notice of the annual open enrollment period in a form prescribed by the commissioner of insurance when applicants apply for coverage

Extends the same open enrollment protections to disabled individuals under 65 that apply to those 65 and older, with full standard rules applying once the individual turns 65
