Creates enhanced criminal penalties for transnational repression offenses (assault, stalking, terroristic threats, false imprisonment) committed by agents of foreign principals to coerce, intimidate, or retaliate against individuals for protected speech, religion, or assembly

Prohibits lobbyists and consultants working for Chinese military companies from operating in Nebraska without disclosure and registration, imposing civil penalties of $100,000 per violation escalating to $1 million for repeat offenses

Bars foreign adversarial companies from receiving Nebraska economic incentive benefits under programs including ImagiNE Nebraska Act, Beginning Farmer Tax Credit Act, and New Markets Job Growth Investment Act

Prohibits medical and research facilities from using genetic sequencers or software produced in foreign adversary countries, and bans storage of genetic sequencing data within foreign adversary nations or remote access to Nebraska-stored genetic data from those countries
