Exempts individuals under 19 years of age from court fees, costs, probation fees, and DNA collection/testing costs in juvenile proceedings and criminal cases (except traffic misdemeanors or infractions)

Prohibits courts from imposing fines as penalties in any juvenile proceeding under the Nebraska Juvenile Code

Bars juvenile pretrial diversion programs from requiring payment of fees or fines as a condition of participation or completion, and prevents failure to pay from blocking record sealing

Eliminates the court's authority to order juveniles or their parents to reimburse costs for appointed counsel in cases under subdivisions (1), (2), or (3)(b) of section 43-247

Presumes individuals under 19 to be indigent for purposes of criminal discovery fees, with costs taxed to the prosecuting authority instead
