Requires election commissioners or county clerks to conduct at least three independent tests of vote counting devices before ballot counting begins to verify accuracy of the computerized counting program

Tests must be conducted by three parties: the election commissioner/county clerk, a chief deputy or registered voter with different party affiliation, and the person who installed or operates the counting device

Allows each political party to appoint one credentialed watcher to observe the testing process; watchers cannot be excluded unless provided an unobstructed view via closed-circuit television or similar device

Mandates certification of testing completion dates to the Secretary of State prior to statewide primary or general elections, with certifications to be posted on the Secretary of State's website

Amends sections 32-101 and 32-1049 of Nebraska's Election Act to codify these vote counting device testing and observation requirements
