State agencies receiving legislative appropriations must submit a federal funding inventory to the Director of Administrative Services by September 15 of each even-numbered year

No state employee, agency, or agent may enter agreements with maintenance-of-effort requirements (including cost-sharing agreements and grants) without express prior consent of the Legislature

Federal funding inventories must include: aggregate value of federal receipts, percentage of agency budget from federal sources, state match requirements, copies of all federal agreements, and citations to applicable federal law

Agencies must provide an operating plan detailing how they would function if federal receipts are reduced by 10% or more from the preceding fiscal year

Inventories must identify federal receipts with foreseeable end dates and describe what actions or results the agency promised to receive the federal funds
