Bars the Nebraska Department of Agriculture from requiring the use of any foreign-manufactured electronic animal identification devices for tracking livestock movement

Adds legislative findings declaring that foreign adversaries leveraging surveillance technology pose a threat to the security of Nebraska's domestic livestock production and U.S. sovereignty

Amends the Animal Health and Disease Control Act (sections 54-2901, 54-2902, 54-2939, and 54-2948) to incorporate these restrictions and policy statements
