Amends section 86-1505 of the Rural Communications Sustainability Act to allow competitive providers, in addition to incumbent carriers, to request Public Service Commission action after a granting agency makes final broadband deployment payment

Requires the commission to expeditiously relieve incumbent carriers of eligible telecommunications carrier and carrier of last resort obligations in deployment project areas where competitive providers are in compliance

Authorizes the commission to make determinations on allocations and distributions of support from the Nebraska Telecommunications Universal Service Fund for deployment project areas

Directs the commission, in coordination with the Federal Communications Commission, to determine whether eligible telecommunications carrier and carrier of last resort obligations should be transferred to the competitive provider
