Prohibits Nebraska governmental entities from entering contracts valued at $100,000 or more with companies that have 10+ employees unless the company provides written verification it does not discriminate against firearm entities or firearm trade associations

Defines discrimination as refusing to do business with, discontinuing relationships with, or terminating relationships with firearm manufacturers, distributors, retailers, gun ranges, or trade associations based solely on their firearm industry status

Exempts contracts with sole-source providers and situations where no bidder can provide the required non-discrimination verification

Excludes from the discrimination definition: vendor policies restricting ammunition/firearm sales listings, compliance with laws or regulatory directives, and traditional business decisions specific to individual customers

Assigns the Department of Administrative Services responsibility for reviewing state agency contracts to confirm compliance with the act
