Authorizes all-terrain vehicles (ATVs) and utility-type vehicles (UTVs) to be registered under the Motor Vehicle Registration Act with a $10 registration fee and $25 base motor vehicle tax, allowing legal highway operation except on interstates, state highways, expressways, and freeways

Grants county boards authority to regulate ATV and UTV operation on county and township roads outside city or village limits through ordinance, with violation fines up to $500

Requires registered ATVs and UTVs to have certificates of title marked "manufactured for off-road use," receive one license plate displayed on the rear, and maintain liability insurance when operated on highways

Reclassifies ATVs and UTVs from "motorized off-highway devices" to "motor vehicles" for purposes of titling, registration, operator licensing, and motor vehicle safety responsibility requirements when registered for road use

Becomes operative January 1, 2026, and amends over 30 existing statutes across the Motor Vehicle Certificate of Title Act, Motor Vehicle Registration Act, Motor Vehicle Operator's License Act, and Nebraska Rules of the Road
