Expands the Nebraska Board of Pharmacy from five to eight members, increasing practicing pharmacists from four to five, adding one pharmacy technician position, and adding a second public member

Authorizes outsourcing facilities operating under federal law (21 U.S.C. 353b) or state section 71-470 to compound drugs for office use only and not for resale

Expands delegated dispensing permits for public health clinics to allow prescriptions written by practitioners licensed in Nebraska who work in affiliation with the clinic, not just those written onsite

Amends three sections of Nebraska's Pharmacy Practice Act: 38-2849 (board composition), 38-2867.01 (compounding requirements), and 38-2884 (delegated dispensing permits)
