Amends Initiative Law 2024, No. 436 (Nebraska Healthy Families and Workplaces Act) to raise the employer threshold from one employee to eleven employees, exempting businesses with fewer than 11 workers from the paid sick leave requirements.

Adds new exemptions from the "employee" definition: individuals employed in seasonal or temporary agricultural work and individuals under 16 years of age.

Redefines "small business" as employers with at least 11 but fewer than 20 employees, rather than the original broader definition.

Removes provisions allowing employees to file private lawsuits for violations, including the ability to recover attorney's fees and costs, and eliminates the 4-year statute of limitations for civil actions.

Removes provisions allowing Department of Labor citations to be admitted as evidence in employee lawsuits against employers.
