Requires the Department of Health and Human Services to reimburse providers for doula services using state funds no later than January 1, 2027

Establishes a work group to develop an implementation plan including reimbursement rates and training/certification requirements, due by October 1, 2026

Work group composition: 30% doula professionals, 30% representatives from communities of color disproportionately impacted by poor birth outcomes, 10% rural Nebraska representatives, and 10% individuals who have used doula services

Defines doulas as trained professionals providing emotional, physical, and informational support before, during, and after labor and birth, including prenatal visits, delivery support, and postpartum resources

Doulas are prohibited from performing clinical or medical tasks, diagnosing, or providing treatment
